 Contributi: Polizia dell'Impero: qualcuno conosce l'ICITAP?

La Polizia dell'ImperoBarbarella Scrivere "Le ramificazioni della Polizia Imperiale sembrano non aver mai fine. Ne salta fuori un'altra... di cui si sa davvero poco.

Fondato nel 1986, il programma statunitense ICITAP (International Criminal Justice Training and Assistance Program) serve a questo scopo: "Rispondere ad un'esigenza del Dipartimento di Stato nel training dei corpi di Polizia in America Latina". Naturalmente poi, dall'epoca della sua fondazione l'ICITAP ha addestrato i corpi di Polizia di sessanta Paesi in tutto il mondo. Non ha scopi di addestramento militare, ma... "Sotto speciali circostanze, ha effettuato training di corpi dipendenti dai Ministeri della Difesa".

Si sa molto poco dell'ICITAP. Da quel che circola in Rete, quasi tutto "ufficiale", sembrerebbe un'organizzazione "umanitaria" che insegna ai poliziotti ruandesi ad andare in bicicletta ed ai bosniaci a voler bene ai serbi senza spaccare troppe teste. Foto di gruppo di ragazze e ragazzi sorridenti al termine dei corsi eccetera.

Scava scava, qualcosa pero' comincia a saltar fuori, ad esempio da questa mail di attivisti:

"SALVADOR: POLICE REPRESSION, DEATH THREATS AND DRACONIAN POLICE LAW; CALL CONGRESS & SALVADORAN GOVERNMENT - PLAN PROTEST & VISIBILITY

PNC (National Civil Police) Attack Indigenous Association

Police severely beat 2 ANIS members who were in the office,
Antonio Armando Perez Arias and Rafael Arturo Perez Arias. Both men were taken to Sonsonate Police Headquarters. Another officer (Badge #05246), stated that he wanted to find Chief Esquino Lisco, presumably to arrest or kill him.
In related news, 3 armed men in masks, were circling the Las Hojas Cooperative at that time, and other armed men in masks occupied the home of ANIS member Domingo Antonio Contrera Morillo Civic Leader Receives Death Threats."

Tra gli inviti all'azione, leggiamo questo:

"(chiedi al tuo rappresentante parlamentare) to ask for a briefing by ICITAP, the international police training arm of the US which has been training the PNC. Urge your representative to meet with ICITAP's Director, Janice Stromsen and ask her just what the hell the PNC is doing."

Insomma, salta fuori che questa simpatica Polizia salvadoregna (piu' avanti nel messaggio si parla anche di squadre della morte) e' stata addestrata dall'ICITAP.

Sul sito di Human Rights Watch, troviamo anche questo accenno:
"Responding to crowd control problems, ICITAP trained specialized crowd control units, emphasizing alternatives to the use of lethal force."

Non si tratta quindi soltanto di istruire i funzionari ad acciuffare rapinatori, come invece si lascia intendere nelle pagine (scarne) istituzionali del progetto.

Cio' e' confermato dalle attivita' in Bosnia:

"Out of this training, the Institute, responding to a request by ICITAP, is developing a 12-hour seminar that will be integrated into ICITAP's standard curriculum on civil disorder, which is taught internationally. Tim Day, a retired U.S. police officer who served on the IPTF in Bosnia and who was a primary ICITAP instructor, is serving as a consultant on the project."

Malgrado l'apparente understatement dell'ICITAP, sembra si faccia conto su questo progetto per futuri piu' importanti ruoli, come confermato dall'Institute for National Strategic Studies:

"Planning for direct U.S. involvement in peace operations should include immediate employment of Military Police and Special Forces in the training/ retraining and monitoring/mentoring of local police forces, while U.S. and international civilian organizations develop the capability for effective action. ICITAP should be reinforced so that it can take over this function more rapidly and effectively, replacing military personnel on a phased basis; and it should be capable of large operations in several countries simultaneously." (Titolo dell'articolo: "Policing the New World Disorder"... inquietante davvero!)

Riguardo all' ICITAP si reperisce in giro anche un bel po' di gossip... di quello che lascia abbastanza sconcertati.

Ad esempio: ricordate quell'elicottero dell'ONU caduto in Bosnia, nel settembre del 97? Ebbene, una delle vittime era David Kriskovich, veterano dell'FBI e ideatore del progetto ICITAP, un'altra Will Nesbitt, allora direttore dell'ICITAP.

Ma ancora piu' interessante e' la storia della succitata Janice Stromsten, ex- direttore dell'ICITAP (tratto dal "Legal Times" di Washington).

---According to four former ICITAP staffers and one State Department official, the CIA has from time to time sought to recruit staffers, contractors, and trainees affiliated with the program in countries such as Haiti and El Salvador, where ICITAP has trained thousands of police officers.----

------The Nation magazine reported in February 1996 that the CIA had placed agents in the Haitian National Police, which was rebuilt after the 1994 U.S. invasion and the installment of Washington-backed ruler Jean-Bertrand Aristide. The magazine reported that those CIA recruitments took place during ICITAP training at Fort Leonard Wood, Mo. -------

Scoppia un bello scandalo, e la Janice Stromsen decide di mettere nero su bianco le sue idee per renderle pubbliche.

"It is critical for the credibility of the program and for the legitimacy of U.S. Government efforts in overseas police reform that ICITAP personnel and contractors be exclusively dedicated to fulfilling ICITAP's mission goals and objectives,"states the executive summary of the proposal, a copy of which was obtained by Legal Times. "It is manifestly evident that any connection between representatives of ICITAP and any internal intelligence gathering organization would be detrimental to our mission, and would be an especially sensitive issue with many countries with which we expect to be dealing in the future."

Il suo supervisore, Mark Richards, blocca tutto, e poi rigetta il memo, che non viene mai inoltrato allo staff ICITAP. Inoltre, Jan Stromsten viene messa sotto esame dai suoi superiori, accusata di irregolarita' nelle assunzioni, scarso rispetto delle norme di sicurezza e persino frode nell'uso della carta di credito!

Alla fine del 1998, Janice Stromsten viene cacciata dall'ICITAP. I responsabili dichiarano che la sua rimozione non ha nulla a che fare con lo scandalo CIA.
